What to Do If You Lose Your Tribhuvan University (TU) Migration Certificate

Losing an original academic document is a nightmare for any student. If you have recently discovered that your Tribhuvan University (TU) Migration Certificate is missing, you are likely feeling a mix of panic and frustration—especially if you are in the middle of applying to a foreign university or transferring to another institution in Nepal.

Because the Migration Certificate is the ultimate proof that you have officially un-enrolled from TU to pursue studies elsewhere, it is one of the most critical documents you can hold.

If you have lost yours, here is the exact reality of the situation and the actionable steps you need to take next.

The Harsh Reality: TU Does Not Issue Duplicates of Migration Certificate

Let’s address the most common question right away: Can I get a duplicate Migration Certificate from Office of the Controller of Examinations(OCoE) Balkhu?

No. Tribhuvan University has a strict, non-negotiable rule regarding this document: It is a one-time issue only.

Unlike your Marksheets, Transcript, or Registration Card—which can be re-issued if lost by paying a penalty fee—TU will not print a new Migration Certificate or issue a duplicate under any circumstances. Once it is handed over to you (or your authorized representative), the responsibility of keeping it safe falls entirely on you.

What You Need to Do Now: The TU Intimation Letter

Since you cannot get a replacement from the Office of the Controller of Examinations (OCE) in Balkhu, TU offers an alternative workaround: the TU Intimation Letter.

This is an official document issued by TU that serves as proof of your academic status and confirms that your original Migration Certificate was issued. Here is the strict, standard protocol you must follow to obtain it:

Step 1: File for an Original Police Report Immediately

The moment you realize the document is permanently lost, go to your nearest local police station for your lost migration certificate. You will need to provide your TU Registration Number, the approximate date the Migration Certificate was issued, and the circumstances of the loss.

  • Note: You must secure the original police report. A certified, original report is the only legally recognized proof that your document is genuinely missing, rather than being withheld or submitted elsewhere.

Step 2: Publish a Notice in a Newspaper

You must publish a notice in a daily/ local/ national newspaper stating that your TU Migration Certificate has been lost. Make sure the notice includes your full name, TU Registration Number, and the college you attended. Keep the original newspaper clipping once it is published.

Step 3: Apply for the Intimation Letter

Before heading to the Office of the Controller of Examinations (OCoE) in Balkhu, you must organize a physical file containing all your required paperwork. TU is notoriously strict about documentation, and they will not process your request if anything is missing.

Make a secure file including the following documents:

  • TU Intimation Letter Form: The formal application form properly filled out with your registration and academic details.

  • Original Police Report: The certified police document proving your Migration Certificate is legally lost.

  • Original Newspaper Clipping: The physical cut-out of the published public notice regarding your lost document.

  • Photocopies of All Academic Documents: Clear copies of every academic document (marksheet, transcript, provisional, etc.) starting from Class 10 (SEE/SLC) up to your most recent degree.

  • Payment Voucher: The original bank deposit voucher proving you have paid the required TU fee for the Intimation Letter.

Once your file is complete, submit it at the designated counter / Migration Department at OCoE Balkhu. The university will review your case and issue the official Intimation Letter, which you can then confidently present to your new domestic or foreign university to explain your situation. This process can take roughly about 20-25 days.

What If You Want to Rejoin TU?

If you took out your Migration Certificate because you thought you were going to leave TU, but then you lost the certificate and decided you want to study at a TU-affiliated college again, you have a major problem.

Because TU considers you "migrated," and you cannot produce the physical Migration Certificate to cancel the migration process, you cannot rejoin TU. Tribhuvan University will not reverse your migrated status without the original document being returned. The only thing TU will provide in this scenario is the TU Intimation Letter.
